This is a full-time telework position with requirements to be on-site at the 5th floor of The Keystone Building (400 N St., Harrisburg, PA 17120), occasionally, as needed and this is subject to change. The individual is required to pick up commonwealth-issued equipment the first day. The method of interview is in-person at The Keystone Building.

This is a position as a senior developer supporting Transportation lines of business, specifically mobile problem domains. The selected candidate will work with the agency's development teams, program delivery areas, and business partners to complete system and data analysis for mobile application products. The analysis review will include many systems, manual process artifacts, and data stores with the focus on finding gaps in service and redundancy in both functionality and data for current systems and processes. Based on the evaluation, the selected candidate will design, prototype, and develop back-end functionality and API end points for use by mobile applications and aligned mobile-browser based solutions. Work products will meet agency standards in relation to efficient functionality delivery, data reliability, and engaging customer experiences.

Specific Duties:

All work products would meet industry, Apple and Android, best practices and standards and as further defined by the Commonwealth of PA's Office of Administration

Office of Information Technology and the Enterprise Architecture and Service Management team. Most work for design and development will leverage applications hosted on a standardized platform of Azure Cloud. Some work may leverage JBoss virtual server technology.

Specific activities to support this work include analyzing and documenting technical requirements, producing solution prototypes, and participating in technology selection. This position is responsible for communicating project constraints including, risks, time, resources, and scope to project management. This team lead position is responsible for mentoring all levels of applications developers in the design, development, assembly, testing, and deployment of highly complex software systems used to support enterprise products and services.

The ideal candidate would have experience in DevSecOps practices with a focus on reduced total cost of ownership and future ease of maintenance. Key deliverables will be solutions that meet customer requirements for security, accessibility, and functionality.

Propose comprehensive solutions based on business and technical requirements.

Collaborate in architecture, design and development of user interface, service tier and data tier components.

Lead design and development of backend systems for use by mobile applications and mobile aligned browser-based applications.

Design and create database schemas to be implemented in a range of database platforms, including DB2 and Oracle.

Develop code deliverables utilizing standard coding languages: Java, JavaScript, HTML5, CSS3, JSON, XML, JDBC, SQL.

Deliver web service and application solutions to be deployed via standard server instances, such as JBoss, and microservices architecture hosted on Azure.

"

Support product deployment and product validation activities.

"

Utilize the standard SDLC process standards as defined by the development team.

"

Provide estimates to support project planning and product timelines.

"

Mentor team members on agency specific and industry best practices for processes and standards.

Perform code reviews.

"

Participate and provide feedback in meetings, including daily standup meetings.

Additional Work Details:

The initial contract is full time, 40 hours per week; Work hours are 8:00 AM

5:00 PM, Monday

Friday excluding state holidays and other office closings; Lunch is 12:00 PM

1:00 PM.

Work location is a full-time telework.

The candidate may be expected to report to the central office at 400 North Street, Harrisburg PA for meetings, JAD sessions, and other collaboration needs.

The selected candidate must have a current PATCH check.

The selected candidate is expected to comply with existing agency procedures and policies.

The Front-End Developer ensures compliance with digital accessibility regulations and requirements by performing the following duties and responsibilities:

Build digital products with accessibility in mind.

Partner with colleagues and team members to prioritize accessibility in digital content and resources.

Experience with object-oriented development.

Experience with J2EE applications development.

Experience with relational database development.

Required

5+ years

Experience in web service design & development (SOAP/XML and REST/JSON) for enterprise.

Experience in JavaScript, HTML5, CSS3, Angular, React.

Experience with Cloud, specifically development, deployment, and management of Docker containers.

Experience in DevOps products, specifically Azure DevOps.

Experience developing web services, especially secured web services and web services with attachments.

Experience with various authentication protocols.

Qualifications

Experience optimizing for the accessibility features of the platform (HTML, iOS, Android

Experience developing digital products that comply with accessibility standards.

Preferred: Applicants with the following qualifications will be preferred:

Experience incorporating accessibility tests into the development process.

Experience building digital products where compliance with accessibility standards is part of
