Roles: Report Developer Project: Treasury Management System (TMS) Anticipated Start Date: May 13, 2024 Anticipated End Date: Dec 6, 2024 Contract Duration: Approx 7 Months (Extension: up to one (1) additional year) Standard working hours: 7 hours per day (PST Time) Location: Remote SCOPEThis is a procurement for a Developer Level 3, to work on tasks related to the implementation of the Treasury Management System (TMS) for Banking and Cash Management branch within Provincial Treasury. The high-level activities included in this role for supporting the TMS implementation are:a. Report development including validating requirements;b. Assisting with System Integration and User Acceptance testing;c. Support for parallel file processing flow;d. Other related duties as required. The anticipated term of this opportunity is from an available start date of May 13, 2024, to an anticipated end date of December 6, 2024. All proposed Consultants must be available to start within 10 days.The developer will report to the Senior Business Consultant with ISB responsible for BCM support. The developer will be responsible for working closely with the ISB, BCM, and the Core Project Team. Training will be provided for the tools provided by the FIS Quantum and eBAM modules. TRAX reports are out of scope.The developer will be responsible for working with an existing list of approximately 115 reports to validate the requirements using the existing legacy reports and developing requirements for any new reports required. This may include gathering, documenting, and validating the requirements. The developer will be required to translate these requirements into technical specifications and build the reports using the provided tools with FIS Quantum and eBAM modules.The developer may also be required to support the testing of these reports and processes through System Integration Testing (SIT), User Acceptance Testing, and Soft Go Live parallel processing.The Soft Go Live parallel processing is expected to last 3 months and provide an opportunity to further validate system functionality prior to moving into a Hard Go Live period for an additional 3 months when the TMS will be the system of record and the legacy systems will be maintained as backup.Other duties may be identified during the process. This role can be performed offsite/remotely within standard business hours in British Columbia.PROJECT CONTEXTThe Treasury Management System (TMS) Implementation is a project to replace 10 core mainframe legacy systems that administer government financial transactions with a single modern consolidated system. The project is being managed by a Core Project team of contractors representing the Province and the Modernize Team representing FIS Global. A large number of reporting requirements were identified during the project initiation to support the 3 business areas within the BCM branch. The Provincial Treasury Information Systems Branch (ISB) is responsible for defining the specifications and developing and supporting testing of a large number of these reports.BACKGROUNDThe Banking & Cash Management Branch (BCM) enables the government to collect and disburse funds through financial transactions.Under the authority of the Financial Administration Act (FAA) and government core policy and procedures, BCM is responsible for the banking infrastructure and services that enable the government to complete financial transactions with citizens, customers, vendors, and employees and ensures the effective management of government funds related to these transactions.The TMS Implementation project began in October 2022 after conducting an NRFP to select FIS Global as the solution to replace the existing legacy systems. The modules being implemented are Quantum, eBAM, and TRAX. The project has completed the Initiation, Design Config, and Build phases. We are currently in the System Integration Test (SIT) phase. The project is scheduled to launch a soft go-live in summer 2024 with both the new system and legacy systems running in parallel for up to 6 months. The Information Systems Branch which consists of a team of 4 supporting BCM is responsible for a number of key deliverables and tasks related to the project in addition to continuing to support the existing legacy systems until their retirement.CONSULTANT QUALIFICATIONSThe Developer Level 3 is required to have the following skills and experience:Program, test, and otherwise support the development and maintenance of systems by:a. Translating software specifications into code;b. Documenting technical work;c. Developing technical reference materials; andd. Support provision of post-implementation maintenance services through liaison with the Business Analysts and clients. In addition to the skills and experience set out above, the Proponents should demonstrate that the proposed Consultant(s) have the following additional skills and experience:The skillset required for the role include:a. Program in C#; VB Script; Powershellb. Working knowledge of DB queryc. Working knowledge of networking (firewall, reverse/forward proxy, IP traffic, etc.)d. Ability to create functional and technical documentation SERVICE REQUIREMENT The resource responsibilities will include the following: performing the duties during standard business hours Monday to Friday excluding statutory holidays.
