AMANDA Developer

The City of Winnipeg, Innovation and Technology Department requires a Senior Software Developer to provide software development services for the Planning, Property & Development Department’s Digital Permit Initiatives. The Senior Software Developer should have a strong background in AMANDA (Granicus) enterprisesoftware system development for the digitalization of permitting or licensing services is a mandatory requirementfor a candidate.The project is a City of Winnipeg initiative within the Housing Accelerator Fund (HAF) by the Federal Government and Canada Mortgage and Housing Corporation (CMHC) to digitize and facilitate faster development and permit approvals which in essence improves the digitizing of development permit applications and expands digitized online applications to include all land development and planning applications. The project solution will include the design, build/modification, and implementation of all land development applications in the AMANDA 7 system and a new Permits Online Platform interface to enable electronic processing and online self-service. The project will be delivered in two streams:The first stream of the project includes the AMANDA 7 back office build-out and digitization of applications for Urban Planning and Design and Real Estate Land Development. The second stream of the project includes the build-out of the Permits Online platform. Under the supervision of the Coordinator of Data and Applications, the Senior Software Developer will:• Design, develop, create AMANDA (Granicus’ solution) folders, processes, and checklists.• Design and develop Oracle PLSQL stored procedures, functions, etc.• Deploy, troubleshoot, and optimize solutions to AMANDA running on Apache Tomcat application Server.• Recommend features, design, and implement innovative solutions to improve platform performance and user experience.• Collaborate with cross-functional teams to define, design, and ship new features.• Ensure the performance, quality, and responsiveness of applications.Experience:• Minimum 10 years of professional experience in software development.• Proven experience of minimum 2 years within the last 5 years of development and customization of AMANDA (Granicus’ solution) version 6 or higher (mandatory).• Proven experience of minimum of 5 years with Oracle databases (mandatory).• Experience with the Apache Tomcat application server configuration.• Experience implementing complex business processes (government, public sector, financial institutions, insurance holdings companies or other regulatory compliance workflows) into AMANDA in a software developer role.Skills and Depth:• AMANDA implementation and customization.• Oracle SQL programming.
