Project Overview: The Business Master File Modernization (BMF Mod) program is part of a broader effort by the IRS to update its legacy tax processing systems. This initiative is vital to achieving the objectives outlined in the IRS IT Modernization Business Plan. The BMF Mod program aims to modernize the IRS s systems and processes, enhance the taxpayer experience, increase voluntary compliance, and reduce the organization s dependency on outdated and expensive legacy technology.

Role and Responsibilities: As a key contributor to the BMF Mod team, you will be responsible for supporting the design, development, integration, testing, and deployment of the modernized Business Master File (BMF) platform. In addition, you will assist with the day-to-day Operations & Maintenance (O&M) tasks based on IRS priorities. Your duties will encompass project management, ongoing system maintenance, software development, system enhancements, legislative updates, and development-related O&M upgrades.

Key Responsibilities Include:

System Design and Development: Support the design and development of the modernized BMF platform, ensuring it aligns with IRS modernization goals. Integration and Testing: Assist in the integration of new components and conduct thorough testing to ensure system reliability and compliance. Deployment: Aid in the deployment of the modernized platform, ensuring a seamless transition from legacy systems. Operations & Maintenance (O&M): Perform routine O&M tasks to ensure the system remains functional and meets IRS standards and requirements. Project Management: Assist in managing projects related to system modernization, legislative updates, and software enhancements.

Required Skills and Experience:

IRS Experience: Experience with IRS Core Record Layout (CRL) and QSAM data formats. Business Master File (BMF) Experience: Familiarity with IRS Individual Master File (IMF) or Business Master File (BMF) is highly desirable. IBM z/OS Assembly Language: Extensive knowledge of IBM z/OS assembly language, including understanding assembly instructions, addressing modes, data manipulation techniques, and job control processing. You will also support legacy code business rules extraction and code conversion. CA Endevor Software Change Manager (SCM): Proficiency with the CA Endevor SCM tool, covering version control, release management, security, and integration with other development tools. BMC Control-M: Experience with BMC Control-M for automating job scheduling, managing workflows, and monitoring job execution. IBM Mainframe Architecture: Strong understanding of IBM mainframe architecture, including storage hierarchy, system calls (SVCs), and interrupt handling mechanisms. Legacy Mainframe Data Formats: In-depth knowledge of legacy mainframe data formats, including DB2, QSAM, and VSAM. Java Programming: Proficiency in object-oriented programming, Java syntax, libraries, and frameworks. Ability to translate assembly logic to modern Java code, utilizing loops, conditional statements, functions, and design patterns. Clearance: Active IRS MBI Clearance is highly desirable.
